Who Qualifies

  • Have combined hearing and vision loss (deaf-blindness) that significantly affects communication

  • Be a U.S. resident

  • Meet income eligibility guidelines (household income generally at or below 400% of the Federal Poverty Level)

  • Provide professional verification of deaf-blindness (audiologist, ophthalmologist/optometrist, physician, rehabilitation professional, etc.)

Application Process

Contact the state NDBEDP (iCanConnect) program serving your state.

Complete the program application, including:

  • Disability verification forms

  • Income verification documentation

  • Participate in an assessment to determine communication technology needs.

After approval, the program provides:

  • Free telecommunications equipment

  • Installation

  • Training and technical support to ensure effective use.

Description

The NDBEDP, also known as iCanConnect, provides equipment needed to make telecommunications, advanced communications, and internet access available to low-income individuals who have both significant vision loss and significant hearing loss.
